Apparently, in this message from Beachhead, the company responsible for the ELITE website has said there is no set timetable for the release of Clan Ops. This goes right alongside all the other delays and issues with ELITE so at least to me its really not surprising.
It looks like we'll have to wait for the clan tag and title until those operations are released to start getting clan XP.
